Docs reorganization

We're excited to announce that our IBM Quantum Documentation site has been reorganized to make it even easier to use. But don't worry - all of the pages you know and love are still there, nestled under the Guides tab to make it easier to find what you need! You'll see new Get started, Workflow, and Tools sections, allowing you to choose how to best navigate the content. The API docs have the same organization as before.

Remember if you want to report any bugs or request new content, you can open an issue in our github repo!
