Updates in job estimation and forecasting queue wait times

In the past weeks, we have made several improvements in our job scheduling mechanism, leading to better queue wait-time forecasting. This is the first step in several updates we are planning for the upcoming months, which will continue to improve forecasting accuracy.

You're now able to see the estimated usage of the job in advance, while your job is still sitting in the queue, so you can better plan your work. This estimation is available in the latest version of the Qiskit Runtime IBM Client, as well as on the web site at https://quantum.ibm.com, right after submitting your job.
